Cabinet has now agreed on the key features and principles of the legislation that is currently being drafted to replace the Resource Management Act 1991. Cabinet has accepted the key recommendations in the recently-released Report from the Expert Advisory Group on Resource Management Reform, titled Blueprint for resource management reform: A better planning and environmental management system 2025. In doing so, Cabinet is signaling a transition to a far more liberal planning system with less red tape, premised on the enjoyment of property rights. Join us to hear more about what we can expect in the new Planning Act and Natural Environment Act (for which Bills are expected before the end of this year).

Andrew Collins - Head of Clients and Markets, Harrison Grierson
Andrew is an experienced planning practitioner whose 35 year career has involved advising clients on planning and urban development projects throughout New Zealand. He is experienced with strategic urban growth planning, rezoning and a wide range of policy and consenting matters. He has been an expert planning witness at many local authority and Environment Court hearings. Andrew is on Harrison Grierson’s Leadership Team and was previously Harrison Grierson’s National Planning Manager.
Guest speaker Vanessa Hamm - Partner, Holland Beckett
Vanessa is a partner at Holland Beckett in Tauranga, specialising in resource management, local government, and public works matters. Vanessa represents clients in relation to all resource management matters at Council, Environment Court, High Court and Court of Appeal level, across a range of industry sectors. Vanessa is an experienced hearing commissioner and chair of hearing panels under the Resource Management Act and also expert consenting panels under the COVID-19 Recovery (Fast-Track Consenting) Act 2020.
